Summary of Job Duties:The ideal candidate for the Research Program Director role possesses exceptional organizational skills, meticulous attention to detail as well as excellent written and verbal communication skills. Additionally, the successful incumbent must have prior experience in NIH grants administration and have the ability to demonstrate a strong understanding of NIH requirements. This individual will report directly to Dr. Eoff and will oversee the coordination of all administrative, research and fiscal matters of the following projects:

1.NIH COBRE Center for Molecular Interactions in Cancer
2.Administration of on-going research in the Eoff group

The workload for this Research Program Director is atypically high and therefore will require a driven individual.

The position has a primary focus in financial activities for grants and/or contracts but also has responsibilities in general operational, administrative and management issues relative to grants and subcontracts. He/she will supervise and coordinate the activities of the research staff for each project to ensure that each receives optimal research as well as office support. Maintains current information on budget procedures and processing and prepares financial reports. The Research Program Director ensures all reporting and tracking requirements are followed to comply with the rules of the contracting or granting entity and is responsible for compliance with all applicable UAMS rules and procedures relative to grants and contracts. The position uses knowledge of institutional and departmental business and financial issues to address problems and/or coordinate resolution with the appropriate campus resources and grant or contract representatives. Within the regulations of UAMS and the COM and with Dr. Eoff's approval, the Research Program Director manages staff and budgets. The position will have direct financial and operational responsibilities of each of the above-mentioned projects.

The Research Program Director should be able to make independent decisions, manage Core Administrators and Core Directors, as well as regulatory issues with minimal supervision. The Research Program Director should be knowledgeable about the processes for Human Resources, Procurement, Travel, and Education as these are activities that require certain skillset within the Resource. This position is based on standard business hours, but represents a fluid, dynamic environment that requires the ability to adjust workload to meet demands and deadlines.Qualifications:

Minimum Qualifications:

  • Bachelor's degree in a related field plus five (5) years of relevant experience.

  • Intermediate Microsoft Office skills, preferred advanced.

  • UAMS Certified Research Specialist designation expectations to be obtained within one year of employment.

Preferred Qualifications:

  • CPA or a Master's degree in related field plus five (5) years of relevant experience.


Additional Information:

Responsibilities:

Management of newly funded COBRE and other Grant Awards for Dr. Eoff:

  • Manages the administrative functioning of the above-mentioned projects.

  • Management of grant funded projects including pre-award and post award, cost summary reports, maintaining financial records and institutional reports, compiling grant budgets, overseeing regulatory processes, tracking grant expenditures, inventory and service contracts, subcontracts, and maintenance schedules.

  • Assist with grants and grant proposals, including compiling grant budgets.

  • Assist with grant submissions for MUSE, RPPR, Research.gov, and Grants.Gov.

  • Establish systems to ensure adherence to specific reporting requirements and deadlines and oversee the timely submission of continuing reviews and modifications.

  • Provide central support to collaborative departments.

  • Direct various personnel functions including, but not limited to assisting with hiring, assisting with performance appraisals, promotion, transfers and payroll.

  • Authorizes all grant project expenditures, coordinate, manage and monitor purchase request, including, planning the distribution of purchases, monitor vendor activities, advising staff and faculty on purchasing procedures, monitoring receipts and payments to vendors, as well as, plan and coordinate the distribution of purchase request and bids, monitor receipts and payment's to vendors and communicating with accounts payable to ensure proper payment of invoices.

  • Process travel and travel reimbursements, including advising staff of policies and procedures relating to travel.

  • Assist in developing and implementing systems for tracking various components of grant projects.

  • Assist Dr. Eoff in overseeing projects and communication.

  • Advise Dr. Eoff on issues and resolutions.

  • Order supplies and equipment.


Management of COBRE personnel and training programs:

  • Direct various personnel functions including, but not limited to assisting with hiring, assisting with performance appraisals, promotion, transfers and employee separation.

  • Supervise support staff and students administratively.

  • Assign workload responsibilities to support staff.

  • Provide direction and guidance for completing UAMS Human Resources forms and documentation for support staff and summer students.

  • Provide direct supervision to Core Administrators and Core Directors.

  • Assist with disciplinary issues involving staff.

  • Assists in resolving problems to meet expectations.

  • Clarify policies and procedures pertaining to the workflow of the Resource.

  • Arrange necessary training for students, staff, and faculty, such as DLAM certifications and health screenings for animal certifications.

  • Coordinate the visits of scientist/professors from other countries with Immigration Services in accordance with University Guidelines.

Management of Research Regulatory and Compliance Requirements:

  • Manage and maintain inventory for the proficient functioning of the projects.

  • Coordinate visits and meetings of external speakers, visiting professors, consultants, in addition to seminars and conferences as required by COBRE regulations.

  • Implement policies and procedures pertaining to efficient workflow.

  • Respond to inquiries.

  • Serve as the liaison to other university disciplines such as Grants Accounting, Cost Accounting, Office of Research and Sponsored Programs, Institutional Review Board, OSPAN, and UAMS Graduate School, as well as various other departments within the University.

  • Prepare appropriate correspondence to various agencies.

  • Serve as the liaison to outside institution's such as the National Institutes of Health, the National Science Foundation, Central Arkansas Veterans Healthcare System, Arkansas Children's Hospital, and other local colleges/universities (e.g., University of Arkansas at Fayetteville, Hendrix College, University of Central Arkansas).

  • Manages inventory, including annual review, tagging, tracking and receiving equipment, manages bottled gas agreements, maintains service contracts, transfer of equipment.

  • Other duties as assigned.
